SYNOPSIS
Adds an AWS::ApplicationAutoScaling::ScalableTarget.ScalableTargetAction resource property to the template. ScalableTargetAction is a subproperty of ScheduledAction: https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/aws-properties-applicationautoscaling-scalabletarget-scheduledaction.html that represents the minimum and maximum capacity for a scheduled action.
